In the first round of negotiations, the negotiators of the trade unions vida and GPA put forward their demands. The second negotiation date revolved mainly around improvements in framework law. On January 29, 2026, a two-year agreement was finally reached.

The conclusion in detail

In times of tight public budgets, the agreement offers important progress in the framework law, but on the income side it is a hard compromise.

In the coming year, the agreement will secure purchasing power, while the improvements in the framework law are already having an effect this year, especially for home helpers, and an extension of care leave has been achieved.

Central points in the new collective agreement Diakonie:

This will apply from 2026:

  • KV salaries, allowances and apprentice incomes will increase by 2.6 percent from April 1, 2026 (rounded to the nearest 10 cents in commercial terms)
  • Actual salaries will increase by 2.4 percent from April 1, 2026 (rounded to 10 cents in commercial terms)
  • Flexibilisation surcharge to rise to 38 euros from 1 January 2026
  • Surcharge for home helpers: from 1 January 2026 20 euros per month for full-time workers
  • Extended care leave for parents of children with disabilities over 12 years of age from 1 April 2026

This will apply from 2027:

KV and actual salaries as well as apprentice incomes will increase by at least 2.3 percent from 1 January 2027.

The increase is inflation-dependent: If inflation is above 2.3 percent, half of the difference will be compensated, but up to a maximum of 2.5 percent. This regulation also applies to allowances, supplements and apprenticeship remuneration.

At the same time, it was agreed that the framework law for 2027 would be renegotiated. The KV supplement to the care subsidy will come into force on 1 January 2027.

The collective agreement will come into force on 1 January 2026.

3rd round of negotiations

on December 4, 2025 , the 3rd round of collective bargaining for Diakonie/Johanniter employees took place.

With regard to framework law, a basic agreement was reached on the points of demand (such as partial retirement). There is still no agreement on the wage or salary increase.
